Business Transformation from a Mission Focused Perspective

After a recent GFEBS Roadshow event, a series of questions we're raised that I believe continue to suggest the real possibility that we don't yet have the workforce engaged around a set of clearly defined mission focused objectives for doing business transformation. After the presentation by the GFEBS team, a few of the questions rasied are as follows;

  • Are there any plans to staff a help desk?
  • Who will maintain the GFEBS system after implementation, a current contractor or local government IT staff?
  • What happens if SAP (the GFEBS system platform) gets sold to a competitor and is no longer supported? It happens in the commercial off the shelf (COTS) world.
  • Does the development contractor have a CMMI level rating?
  • Has the Resource Manager Office been eliminated?

A term often used in project management circles, has to be kept in focus and managed as business transformation practitioners engage the workforce; Scope Creep. (See Wikipedia for scope creep .)

I believe that a communication campain should be conducted across DoD to clearly articulate and educate about the objectives for transformation throughout the workforce. As I've gone around to Army organizations in the country, I've asked many people their views on business transformation. Responses have been all over the radar screen. Delivering increased support and services to the war fighter is sometimes mentioned, but more times than not it ends up being a discussion about clean audits, saving money, IT portfolio management, etc, etc. Without question such things are all important, however, the DoD strategic business transformation objectives just don't seem to have made the impact they should have by now. They should become the rallying cry to the workforce for engaging in business transformation in order to maximize support and services to our war fighters!
