To date, technology has not been implemented into the Army AT&L community to change the nature of work but to simply automate old ways of working. Financial ledgers and budget execution have become the organizational cow path. Transaction systems, based on accounting and finance have overwhelmingly determined the management and flow of information. The science of Army Program Management has suffered greately and it has been costly to the mission.
Army organizations continue to be saddled with legacy systems, modes of operation, and initiatives that are impediments, rather than catalysts, to improved operations - business transformation.
To move forward with Army business transformation, we must come to realize and understand the daily collaborative needs and demands of the workforce of today and of tomorrow. Rather than systems looking backwards (at results), the Army must have systems (people and technologies) put into play that enable everyone within the enterprise to better understand where they are headed, real time. Collaboration and role based work-flow program management capabilities that support day-to-day PPBE activities are urgently needed. This is particularly true in Army PM offices striving to support their mission.
